Deaths by the Numbers Fatal Encounters is an ever-growing crowd-sourced database of police killings in the US compiled by D. Brian Burghart. To date, Burghart has  amassed a database of 2,808 incidents from across the nation. Though the race of those killed is currently unknown in nearly a third of the incidents, of those in which race is known, nearly a quarter are black, nearly a third are white, about 11 percent are Hispanic or Latino and just 1.45 percent are Asian or Pacific Islander. While there are more white than black people in this data, the percentage of those who are black far out-paces the percentage of those who are black in the general population—24 percent versus 13 percent. Meanwhile, white people comprise about 78 percent of our national population, but just under 32 percent of those killed. This means that black people are more likely to be killed by police, while white, Hispanic/Latino, Asian, and Native American are less likely. This trend is corroborated by other research. A  study conducted by  Colorlines  and  The Chicago Reporter  in 2007 found that black people were over-represented among those killed by police in every city investigated, but especially in  New York, Las Vegas, and San Diego, where the rate was  at least double their share of the local population. This report also found that the number of Latinos killed by police is rising. Another report by the NAACP focused on Oakland, California found that 82 percent of people shot by police between 2004 and 2008 were black, and none were white. New York Citys 2011 Annual Firearms Discharge Report shows that police shot more black people than white or Hispanic people between 2000 and 2011. All of this amounts to a black person being killed by police, security guards or armed civilians in an extra-judicial manner every 28 hours, based on data for 2012 compiled by the Malcolm X Grassroots Movement  (MXGM). The largest proportion  of those people are young black men between the ages of 22 and 31 years old.This was the case for 22-year-old Oscar Grant, who was detained and ultimately shot by police while unarmed. Most People Killed Are Unarmed Per the MXGM report, the vast majority of those killed during 2012 were unarmed at the time. Forty-four percent had no weapon on them, while 27 percent were allegedly  armed,  but there was no documentation in the police report that  supported the presence of a weapon. Just 27 percent of those killed possessed a weapon or a toy weapon mistaken for a real one, and only 13 percent had been identified as an active or suspected shooter prior to their death. The NAACP report from Oakland similarly found that no weapons were present in 40 percent of cases in which people were shot by police. Suspicious Behavior and Perceived Threats The MXGM study of 313 black people killed by police, security guards and vigilantes in 2012 found that  43 percent of killings  were prompted by vaguely defined suspicious behavior. Equally troubling, about 20 percent of these incidents were precipitated by a family member calling 911 to seek emergency psychiatric care for the deceased. Just a quarter were facilitated by verifiable criminal activity. Per the MXGM report, I felt threatened is the most common reason given for one of these killings, cited in nearly half of all cases. Nearly a quarter were attributed to other allegations, including that the suspect lunged, reached toward waistband, pointed a gun, or drove toward an officer. In just 13 percent of the cases did the person killed actually fire a weapon. Criminal Charges Are Rare Despite the facts stated above, the study by MXGM found that only 3 percent of the 250 officers who killed a black person in 2012 were charged with a crime. The instructions of the training were transparent and the procedural forms were observed to be simple that can be toughly followed (Baldwin, 2014). However, I made huge efforts to prepare my first pizza and the preparation went wrong. For this reason a frustration developed within me that never stopped me from giving up to learn the accurate procedure to prepare a perfect pizza (Davis, 2013). I came to realize that the pizza preparing technique followed by the professionals in the company differed from mine, I decided to incorporate new techniques in preparing the pizza and attempted to apply the knowledge that I gained from the foods class to prepare the pizza dough. My father stays calm and tries to handle things having a cool mind as he is suffering from high blood pressure and was admitted to hospital for few days because of the same reason. I came to know that my father had high blood pressure because of increased stress. However, he follows healthy eating habits, has no anger issues and does regular exercises. I was much tensed when my father was admitted in the hospital for high blood pressure and I remained distant for few days. The medical concern that my father had was common and fatal. I was able to figure out any way to solve such concern. I could not help the situation but I r ealized that if there was something that I can do about it at that moment is to become a doctor. Both works discuss various trades women performed, such as the production of cloth or other jobs of trade, or midwifery. Furthermore, they both expose the difference between the mens social hierarchy and the womens social web, and how they interact with each other. As seen in Marthas Diary, much of the community revolved around the mill, which is an important factor that comes into play as the pre-industrial revolution begins, and womens work starts to devaluate thus molding a prescription of the house wife, primary care giver to a child, and in debt to their husbands fortunes. Although Sarahs diary shows her daily life, she is not in the same field as Martha but did fall within the same womens sphere of this era because she handled her own legal affairs and became a school teacher, whereas Martha only had the education given to her at the beginning and did not involve herself in male affairs. All other sources seem to repeat each other in the prescription of womens duties during the era but lack a true womens insight into the surrounding events. To appear real, this sort of emotional expression demands exactly the right modulation and combination of subtle elements, including not only choice of words and facial expression, but also posture, gesture, tone of voice, direction of gaze, and distance from other actors. And the right modulation and combination differs from culture to culture. Every culture has its own framework of expressive conventions from which actors must draw in order to express emotion that will strike their audience as authentic. As long as Japanese actors refuse to work within the framework of emotional expression stipulated by Japanese culture, they cannot express dramatic emotion in a convincing manner. The famed Meiji-era novelist Natsume Soseki once taught his students that the true Japanese translation for I love you is Tsuki ga tottemo aoi na (The moon is so blue tonight); what he meant was that to express within the Japanese cultural framework the same emotion expressed in English by I love you, one must choose words like The moon is so blue tonight. S. war on terror (Gettleman) Africa has always been important in the United States’ foreign policy in view of the former USSR’s interests in the Red Sea through which oil flawed to the Red Sea from the Middle East. This importance is reflected in Alan Dobson and Steve Marsh assertion that during the Reagan administration, â€Å"His reinvigoration of the cold war caused him †¦more than any other Cold War US President to Africa in colors of red versus the star-spangled banner rather than the black versus white† (Dobson & Marsh 93). The issue behind the Cold War between the United States and USSR relating to the interest of these two world powers has generated the importance of Africa in the US foreign policy not in an effort to counter the threat of communism in the region, through spreading promoting the blessings democracy in this former slave colony. Apparently, the Carter period sees domestic turmoil as caused by the communist adventurism and implemented a policy of â€Å"bringing about democracy† in Africa† (Adar). Compared to these previous foreign policies, although the Obama government embarked on preventive similar measures, the circumstances demanding for such concerns were a bit different. The situation confronting Africa during the Cold War period was critical because of the threat of communism to reign over the continent, while the situation in Africa confronting the Obama administration is the existence of evils in our world. Baker noted that one evil in Africa that Obama came to fight â€Å"is pernicious mix of greed, famine, and war that has kept Africa down† (Baker). The U. S. foreign relation to Africa during the Cold War era viewed democracy as essential component of the US foreign involvement in Africa. According to Korwa Adar, both the Reagan and Bush Sr. ’s administration viewed â€Å"the issue of democracy and human rights† (Adar, par. 14) as the main agenda in their foreign relation’s policy with Africa. Although the Obama administration also emphasized on the role of ‘functioning democracy’ in his foreign relation policy with Africa, the Obama administration stressed on the issues of corruption and tyranny in the government as the main issues held by the government as primary responsibility of the government to resolve, whereas, both the Reagan and Bush Sr. administration pointed out the human rights violation and the containment of communism as their main agenda in their foreign policy. Regarding the Clinton administration, Adar pointed out that the Bush administration’s efforts on the issue of human rights and democracy â€Å"were carried on by President Clinton† (Adar par. 17). Adar argued that even though the US had no foreign policy towards Africa prior to Clinton presidency, the existing policy during that time was to provide support to leaders â€Å"on the basis of anti-communist or anti-apartheid rhetoric more than their actions†¦Ã¢â‚¬  (Adar, par. 16). The Clinton administration strengthened its commitment as part of his foreign policy, its commitment to human rights. Adar cited that in response to violence and killings of innocent people by the Abacha regime in Nigeria, Clinton cutoff $450, 000 in the US aid in military training and $11 million in grants. In comparison, although the Obama government is also dealing with insurgencies, as Representative Payne earlier cited, the Obama government policy to be implemented in Africa will not likely be about the ‘US fight on the war on terror’, but it will be on preventing the breeding of terrorist and terrorism through providing opportunity of having higher education. Thus, the Obama government foreign policy will likely to yield better results than the previous governments. Obviously, the big difference was that his ethnic origin with Africa placed his foreign policy towards Africa make all the difference because it is based not only shared political ends, but on his shared heritage with Africa.
